My career spans more than a decade of financial leadership across Fortune 500 organizations, where I supported and led multimillion dollar strategies, optimized operations for scale, and navigated complex financial environments across global business units. Those years taught me the language of numbers, but more importantly, they revealed how disciplined strategy, structure, and execution transform organizations from the inside out.
Today, I lead a multidisciplinary advisory team delivering strategic finance, fractional CFO leadership, CPA backed accounting, FP&A, modernized financial operations, and financial literacy programs. Our work is grounded in analytical rigor, operational clarity, and systems designed to scale responsibly and withstand scrutiny.

For more than 25 years I have worked in public accounting firms, guiding hundreds of companies through the full spectrum of financial and tax challenges and preparing more than 10,000 tax returns. My work spans federal, state, and multistate taxation for C-corporations, S-corporations, partnerships, and LLCs. Those years sharpened my technical mastery of tax law, but more importantly, they showed me how clear strategy and meticulous compliance free business owners to focus on building and scaling their vision.
A trusted CPA and advisor, I support companies from launch through maturity with services that include strategic tax planning, new-business formation, IRS and state audit resolution, bookkeeping, and the preparation of accurate, timely financial statements. I also design and maintain accounting systems, oversee payroll and sales-tax compliance, and help develop strong internal controls that withstand audit and enable confident decision-making.

I began my work with a clear purpose: helping organizations build the internal capacity required to grow with clarity, structure, and long term stability. For more than two decades, my career has focused on organizational development, workforce strategy, leadership readiness, and the systems that support sustainable performance.
I am the President of Covenant Business Concepts, an award winning consulting firm I founded in 2005. Through this work, I have led the development of centers of excellence, business accelerators, executive education curricula, professional development programs, and career readiness initiatives serving public, private, and nonprofit organizations. My background as an enterprise learning professional spans talent development, strategic planning, change management, and performance improvement.
Earlier in my career, I spent more than twenty two years at Ernst and Young as a Performance Consultant supporting internal finance, information technology, and human resources organizations. Those years shaped my disciplined approach to organizational assessment and reinforced the importance of aligning people, structure, and incentives with strategy and operational goals.
My work began with a focus on workforce readiness and capacity building in underserved communities, where I designed and facilitated programs that supported long term employment outcomes. As organizational needs evolved, my work expanded to include corporate and institutional clients, with an emphasis on leadership development, organizational effectiveness, and workforce capacity. Across these environments, I have supported minority and women owned enterprises through vendor development initiatives and leadership programs designed to help organizations scale responsibly.
At Eula Blue, I focus on organizational development and human capital strategy, supporting workforce assessments, classification and compensation studies, leadership readiness, and organizational effectiveness as part of broader financial and operational reviews. My work ensures that people systems are intentional, defensible, and aligned with governance and performance objectives.

I joined Eula Blue with one focus: ensuring that the systems responsible for funding and serving communities operate with clarity, accountability, and integrity. For more than twenty five years, my work across federal, state, and local public sector environments has centered on improving how grants, cooperative agreements, contracts, and acquisition policy are designed, managed, and overned.
My career has included key roles at the US Department of Energy, the Department of Defense, USAID, the Department of the Interior, and the Department of Transportation. Across these agencies, I supported regulatory interpretation, policy development, and oversight of complex assistance portfolios. Those experiences taught me that strong governance is not just a compliance requirement, it is a foundation for public trust and equitable outcomes.
During the COVID19 pandemic, I provided national leadership as a Senior Manager at Grant Thornton and a Senior Grants and Policy Advisory Manager at Witt O Briens, guiding governments through the distribution and documentation of US Department of Treasury pandemic relief funds. This work strengthened my commitment to helping organizations build systems that can withstand scrutiny in even the most demanding environments.
Before federal service, I served as a public school teacher and later as Director of Grants Administration for Washington State’s largest education agency, managing the full lifecycle of hundreds of millions in federal, state, and philanthropic awards. These years shaped my understanding of how funding directly impacts communities.
As a long standing management consultant, Education Committee Member of the National Grants Management Association, and Grants Instructor for Management Concepts, I remain deeply engaged in the evolving landscape of federal assistance.

My career spans more than two decades across federal, state, and municipal programs, where I have managed complex contracts, navigated regulatory landscapes, and built procurement systems grounded in compliance, transparency, and mission alignment. Over the years, I’ve supported agencies such as NTIA, DOC, and DOD, shaping acquisition frameworks, advising on federal financial assistance, and guiding organizations through intricate policy and regulatory requirements.
Those experiences taught me the mechanics of procurement, but they also revealed something deeper: strong acquisition strategies are transformative. When organizations understand their obligations, manage risk with intention, and negotiate from a place of clarity, they don’t just stay compliant, they accelerate their mission.
Today, I direct contracts and procurement operations with a focus on governance, vendor stewardship, and risk-aligned decision-making. I have served as a trusted advisor on broadband and digital equity initiatives, environmental and historic preservation compliance, federal grant review, and large-scale funding programs. My background in financial analysis, REO oversight, and environmental compliance, as well as my foundation in military logistics, shapes my precise, disciplined, and strategic approach to acquisition leadership.
I operate at the intersection of governance, policy, and operational execution, continuously engaged in the evolving regulations, technologies, and compliance frameworks that shape modern procurement. By blending analytical rigor with a forward-thinking compliance mindset, I ensure organizations not only meet their requirements but strengthen their long-term operational resilience.
